Looking into Albania, the mountains are in the northern part ofthe country forming the border with Montenegro.   From reading Wikipedia, sounds freindly with religion being no problems with each other.   

They have a city called "Puke"   

All reviews of hikers on trip advisor say: friendly people. 

Sounds like the part from Valbone to Theth is the best and a portion of a 200 km section called: "Peaks of the Balkans"

Sounds like some permits may be needed for the "peaks of the Balkans" trail.
